BALLOT REFORM: Ranked Choice or STAR / Open Primary Voting
-
I support and will legislate for the creation of a secure online petitioning and voting system.

With my Universal Identification (UID) and the creation of a secure election "portal" which would allow ALL
I suggest legislation that requires every citizen to have a voter ID and must present that ID in order to vote. I also suggest a voting tax credit; while you will have the option to not vote, doing so will grant voters an additional tax credit.
An idea to help readily focus on the needs of the people is ballot reform through utilizing ranked voting or STAR voting through an open primary.

A RANKED-CHOICE voting system (RCV) is an electoral system in which voters rank candidates by preference on their ballots. If a candidate wins a majority of first-preference votes, he or she is declared the winner. If no candidate wins a majority of first-preference votes, the candidate with the fewest first-preference votes is eliminated. First-preference votes cast for the failed candidate are eliminated, lifting the next-preference choices indicated on those ballots. A new tally is conducted to determine whether any candidate has won a majority of the adjusted votes. The process is repeated until a candidate wins an outright majority.

STAR (an acronym for Score Then Automatic Runoff) voting is an electoral system in which voters rate the candidates for a given office on a scale of zero to five, with zero indicating no support and five indicating maximum support. The scores for all candidates are then tabulated and the top two finishers advance to an automatic runoff, at which time a voter's full vote is assigned to whichever of the two finishers he or she scored highest. The candidate whom a greater number of voters gave a higher score in the runoff is declared the winner. STAR voting was developed in 2014 by the Equal Vote Coalition.

An OPEN PRIMARY is any primary election in which a voter either does not have to formally affiliate with a political party in order to vote in its primary or can declare his or her affiliation with a party at the polls on the day of the primary even if the voter was previously affiliated with a different party.
With my Universal Identification (UID) and the creation of a secure election "portal" which would allow ALL registered citizens the ability to vote from anywhere, specifically for the area they claim residency the people will be assured a fair election and will be able to include a much greater percentage of the population. An undertaking like this would require a lot of manpower and would create many jobs to build, maintain and secure the system.
No voting system is 100% secure but my suggested system would give every citizen the ability to vote, no matter where they are. Voters would have to physically have their UID in order to log into the portal as well as a password and a third verification method (fingerprint, facial recognition, security questions or text verification / confirmation). Voters would still have the ability to go to Voting / Polling stations but these locations would all be part of the digital process. Votes would be tallied instantly. If there is a discrepancy in a vote, ie. multiple votes for the same registered UID both, or all votes would be held and that account would be flagged for immediate investigation. The vote would not be counted until verification is completed.
